Are H-2A Workers Always More Expensive to Hire Than Domestic Labor?
Naimul I. Bhuiyan, Joshua Emmanuel, and Cesar L. Escalante
The current methodology prescribes a single annual Adverse Effect Wage Rate (AEWR) for H-2A nonrange field and livestock workers for each of 15 Farm Labor regions. Aggregated AEWRs at the commodity and regional levels result in domestic-H-2A wage differentials where domestic wages exceed the comprehensive H-2A compensation package in certain states.
